Roadmap to Becoming a Host Home Foster Parent with RISE
Did you know that over 4,500 Oregon youth are currently in foster care? In addition, there is a high rate of youth with autism and developmental disabilities in foster care — up to five times greater than Oregon’s general population. RISE Services, Inc. Oregon helps meet this great need by licensing host homes that specifically provide safe and supportive family settings for youth and children with additional needs. With our roadmap to becoming a Host Home, caring Oregon families can provide safe homes for youth and children with intellectual or developmental disabilities, medical needs, or behavioral diagnoses.
Addressing the Critical Need for Host Homes in Oregon
Our roadmap to becoming a Host Home walks applicants through five steps, each building on the other, toward becoming licensed as an Oregon host home. Each step is explained below.
Meet the Minimum Requirements for Licensing
- Adults 21 years of age or older
- Approved background checks for all adults living in the home
- Private space in satisfactory housing
- Financial stability and reliable transportation
- Good physical and mental health
- Ability to work as a team with RISE Services, Inc. Idaho, the child’s biological family, and other service providers
Attend Trainings & Complete All Paperwork
We provide mandatory professional training for all host home applicants. We also help applicants complete and submit required documents before moving on to the next step of the licensing process. Requirements include:
- One-hour online orientation
- Qualifying home visit with our host home recruiter
- 12-session evidence-based training
- Additional online preservice training (estimated 25 hours)
- Two-day Oregon Intervention Systems (OIS) training
- Half-day CPR/First Aid training
- Submission of all required documentation

We utilize a thorough and collaborative screening process that aids in our decision to place our foster youth with caring host home families. Our team provides ongoing in-home support for both families and the children or teenagers, which include:

- Emergency and on-call 24/7 support
- Monthly in-home support
- On-going professional training
